How Outcomes Stars are developed
Our rigorous process bases each Star version in evidence, research and lived experience
Listening, shaping, refining
Our process for developing Outcomes Star versions emphasises the value of people’s subjective experiences – crucially from people being supported and people providing support. Our evidence-based methodology also takes into account theory, research and policy in a sector – bringing together the bottom-up and the top-down.
The development process usually takes 18-24 months, and although each project will look different, they follow the following stages:
- Discovery
- Understanding a sector and the people it supports
- Gathering evidence, policy, data
- Defining scope for a Star.
- Workshop One
Formation of a working group and steering group of sector representatives, including experts by experience
Facilitation of sessions to explore change and outcomes.
- Analysis and Drafting
Defining the core of the Star, including the Journey of Change
Iteration with feedback from working and steering groups.
- Workshop Two
Fleshing out the Star, including strengths-based, trauma-informed language and real-life experiences, to prepare for the pilot.
- Pilot
Supporting a community of practice to test the Star in different settings, gathering feedback and learning through the process
Psychometric testing of pilot data.
- Publication
- Final workshops to explore learnings, change the Star to respond to feedback and produce designed resources.

Even with 50 versions of the Star currently available, it’s possible that there isn’t one that matches the needs of the people you support and the outcomes they’re working towards. If that’s the case, let us know. We do have an ongoing roadmap for Star development, however we are currently prioritising our continual investment in existing Star versions and we do not accept commissions for new Stars unless they align with our existing roadmap.
