Outcomes Star Accessibility Statement

Scope of this statement

This statement applies to our digital platform, Outcomes Star Online (www.staronline.org.uk), our Outcomes Star resources, our training and implementation offer and our public website, outcomesstar.org.

Our commitment

Outcomes Star are committed to making our products and services inclusive and accessible for the widest possible audience. We want everyone who uses our products and services to feel welcome, to feel heard and to be equipped as much as possible with solutions that work for them.

We align to the UK Equality Act 2010 and UK Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018, and aim to ensure our services are perceivable, operable, understandable, and robust.

We acknowledge that in our accessibility journey, there is much more we need to do. We are actively working to embed the principles of accessibility into our operations, and to increase the accessibility and usability of our products and services. We are actively seeking ways to sustainably meet a wide variety of requirements and adaptations.

This statement sets out what we currently have in place, the things we are currently working on and plan to have available in the short-term, and the things we want to work on and make available in the long-term.

Current provision

Outcomes Star Online

Application built using fifth revision of HTML markup language (HTML5) and Cascading Style Sheets (CSS), compliant with the World Wide Web Consortium (WSC) standards. The application displays correctly in current browsers, using standards compliant HTML/CSS, which means any future browsers will also display correctly.

Follows the WS3 Web Content Accessibility Guidelines, which is guidance to ensure anyone can access and use a product, regardless of their physical or cognitive abilities, disabilities or limitations. Currently compliant to WCAG 2.1 A with most of the application compliant to WCAG 2.1 AA.

In 2025, we launched the new Collaboration Session was specifically designed to be compliant to WCAG 2.1 AA. It was developed with user experience and accessibility specialists, Usertopia (usertopia.co).

The application supports:

  • Predictable navigation
  • Semantic heading structure
  • Keyboard navigation
  • Screenreader navigation
  • Perceivable and understandable language
  • Instructions and error messages
  • Readable content
  • Colour contrast
  • Responsiveness between devices

Outcomes Star PDF resources

We recently launched a completely new design for Star resources. The new designs were informed by comprehensive feedback from practitioners, including a series of workshops in 2025 with practitioners from across many sectors. The new designs use larger font and a simpler layout, and the language is fully trauma-informed, inclusive and strengths-based. They also include easier to read resources that are more accessible for people with low literacy or at a point of cognitive overload. This new design and approach is being rolled out across all existing Stars from 2026.

We have made alternative PDF formats for most Outcomes Star versions, using plain Arial font in a larger size. These can be printed on to yellow or coloured paper to support people with dyslexia. Most of these PDFs have key features that are optimised for screen readers.

Star Charts are available in an alternative ‘harlequin’ format using high contrast colours. The original version of that design was developed in collaboration with the Pocklington Trust and Blind Veterans in 2013 through the development of the VIP Star for people with visual impairment.

Training

Our Core training content was redesigned in 2023 to support accessibility – including simpler visual designs, a non-bright-white background and larger, sans serif font.

We explicitly ask all training organisers to inform us of any accessibility needs of training participants and will work closely with the client organisation to explore how best we can meet those needs. This can include being flexible with duration, location, learning styles and approaches within training courses to accommodate learners needs and preferences.

Where training participants are deaf or have a hearing impairment, usually the client organisation will provide a BSL interpreter as part of their accessibility and inclusivity commitments. Where there are barriers to this, we have funded this provision ourselves and discuss solutions with client organisations on a case-by-case basis.

Areas of improvement

We acknowledge there are several areas today that are not accessible or inclusive enough:

  • Language and design of Outcomes Stars – being addressed by rolling out the new design to existing Stars from 2026
  • Working towards full WCAG 2.1 AA compliance and beyond across all of Outcomes Star Online, including improving semantic heading structure, and keyboard and screen reader navigation
  • Not all Outcomes Star PDFs are optimised for screen reader software
  • Not all images used in the Outcomes Star Online Help Centre can have alt-text provided for screen reader software
  • Stars are used within many different communities in the UK and internationally. We have a limited range of translated resources available, and cannot directly meet the increasing need for professional, high-quality translations and production due to costs. An efficient and sustainable approach is being explored in the roadmap for Outcomes Star Online.

We are committed to maintaining and improving our published Outcomes Stars, ensuring they are ongoing ‘action research projects’ for their sector and ensuring they benefit from our latest learning in best practice as well as responding to changes in the service provision landscape.

Through those processes, we aim to continually improve the overall design and language of Outcomes Stars to ensure they are as inclusive, accessible and informed by lived experience as possible.

We are also committed to continuing to invest in Outcomes Star Online, and we are currently developing our roadmap which will include a focus on accessibility and inclusivity, as well as adding value to our client organisations. For example, one area we are seeking to develop is supporting client organisations to configure Outcomes Star content to meet the accessibility and communication needs of individual practitioners and the people the support.
